“Let me tell you, you take on the intelligence community, they have six ways from Sunday at getting back at you” –Chuck Schumer

The good, the bad and the ugly relating to Trump, his advisors, and events surrounding him. There isn’t much good except for the dubious possibility Trump will have caused incredibly corrupted system to implode. The amazing part of this whole business is, those opposed to Trump, who is neither clean nor high-minded, are in their turn behaving in manner so underhanded, by comparison, history could make Trump out to be a saint. This post makes a case Dennis Kucinich knew exactly what he was talking about when he stated:

“An effort by some in the intelligence community to upend any positive relationship between the USA and Russia … there are people trying to separate the USA and Russia so this military-industrial intel [ligence] axis can cash in … There’s a game going on inside the intelligence community where there are those who want to separate the U.S. from Russia in a way that would reignite the Cold War”

In other words, a hostile relationship with Russia is good for business when you’re invested in Lockheed Martin, General Dynamics, Boeing, Ratheon, DuPont, Booz-Allen, Dow Chemical, Northrup Grumman et-cetera-ad-nausea.

Very few in the larger intelligence community are betting against the CIA in its present & ongoing, treasonous, war with a sitting President of the United States. Ostensibly, a case is being built against Trump, with CIA employing professional, carefully tailored, false flag information operations widespread in media, advancing the notion Trump and his administration cannot be trusted to possess sensitive intelligence without leaking this information to the Russians. What had begun as a clandestine services mutiny of Clinton aligned CIA efforts to derail Trump attaining the presidency, badly mishandled, is grown and spread.

What in actuality is going on now, is a concerted attack on the president by an intelligence community with a decades history of having its way in all things, to include a President of the United States in a deferential role, one could even make a case of compliant to subservience. This begins with if the CIA says something is so, such as Trump’s team is a danger to our national security, it must be the case; the CIA now joined in its mutiny by growing elements in the larger National Security estate, inclusive of those many corporate board personalities integrated to this estate, in growing consensus the ‘intelligence authority’ is not to be challenged:

Exhibit one:

“Over the last 15 years, thousands of former high-ranking intelligence officials and operatives have left their government posts and taken up senior positions at military contractors, consultancies, law firms, and private-equity firms. In their new jobs, they replicate what they did in government—often for the same agencies they left. But this time, their mission is strictly for-profit”

Exhibit two:

“From 2004 through 2008, 80 percent of retiring three- and four-star officers went to work as consultants or defense executives, according to the Globe analysis. That compares with less than 50 percent who followed that path a decade earlier, from 1994 to 1998.

“In some years, the move from general staff to industry is a virtual clean sweep. Thirty-four out of 39 three- and four-star generals and admirals who retired in 2007 are now working in defense roles — nearly 90 percent.

“And in many cases there is nothing subtle about what the generals have to sell — Martin’s firm is called The Four Star Group, for example. The revolving-door culture of Capitol Hill — where former lawmakers and staffers commonly market their insider knowledge to lobbying firms — is now pervasive at the senior rungs of the military leadership”

The pecuniary interest is plain as day; Trump has challenged both the defense industry and the intelligence community. The defense industry on the price of the F35 multi-role jet fighter and Trump has called out the intelligence community on its accusations of friendliness towards, and too cozy a relationship with, the Russians. This, following on the ‘Russians hacked the elections’ total nonsense coming from our CIA in deliberate effort by the agency to undermine Trump. But now, the word appears to be out to the former intelligence officers who’re in private intelligence contracting, to join in these propaganda efforts to protect the status quo:

Exhibit three:

“In a recent column, I explained how the still-forming Trump administration is already doing serious harm to America’s longstanding global intelligence partnerships. In particular, fears that the White House is too friendly to Moscow are causing close allies to curtail some of their espionage relationships with Washington—a development with grave implications for international security, particularly in the all-important realm of counterterrorism.

“Now those concerns are causing problems much closer to home—in fact, inside the Beltway itself. Our Intelligence Community is so worried by the unprecedented problems of the Trump administration—not only do senior officials possess troubling ties to the Kremlin, there are nagging questions about basic competence regarding Team Trump—that it is beginning to withhold intelligence from a White House which our spies do not trust”

Going to this immediate preceding, the intelligence community’s reach and leverage over the pecuniary self-interest of corporations is quite wide; exceeding the near total leverage intelligence agencies have over media in identical circumstance – and beyond private intelligence contractors staffed by agency veterans- where if you don’t toe the agency line, your bread and butter lifeline can be shut off with denial to access:

Exhibit four:

“Thousands of technology, finance and manufacturing companies are working closely with U.S. national security agencies, providing sensitive information and in return receiving benefits that include access to classified intelligence, four people familiar with the process said.

“These programs, whose participants are known as trusted partners, extend far beyond what was revealed by Edward Snowden, a computer technician who did work for the National Security Agency”

And then, you have intelligence websites have to choose sides and push the CIA’s neo-con agenda to let the agency know you are on board & willing to play ‘team’ ball:

Exhibit five:

“Discord and disharmony are not novel concepts in American political life. But the current situation is anything but conventional. It is not normal for the president to summarily fire the chief legal counsel to the US government —acting or not. Nor is it normal for his national security advisor, a man who is privy to the most sensitive secrets of the US government, to be the subject of a counterintelligence investigation, and for one of his senior aides to be denied a security clearance by the CIA. It is unprecedented for a US president to question the usefulness of the North Atlantic Treaty Organization while seemingly consenting to Russia’s annexation of an important American ally —namely Ukraine. It is equally remarkable to watch conservative governments in Western Europe warn against US policies and even refuse to have Mr. Trump address their parliaments. We are witnessing unparalleled developments of inconceivable magnitude, with implications that may well shape the future of America and its place in the world” [bold added, RTW]

Talk about piling the s**t on with a steam shovel named the great sycophant, the ‘Russia annexed Ukraine’ part is beyond political fellatio. Insofar as Ukraine, Kosovo was a weaker example but set a precedent. When the current Ukrainian regime came to power in what the head of STRATFOR had called “the most blatant coup in history” (correctly noted to have been directed by the Americans), Russia acted in its own strategic interest but also with a stronger argument than Kosovo’s enforced split from Serbia by NATO. Crimea had been Russia for 200 years prior to 1954 and its administrative transfer to Ukraine. It’s populace (as cited by the Russians’ in international law) were possessed of the ‘right of self determination’ and there was a referendum held every party to the controversy knew would favor Crimea returning to Russia. As for the Donbass region (southeast of Ukraine), the majority ethnic Russians want nothing to do with the coup government in Kiev. That shouldn’t surprise anyone as it was the leadership aligned with Russia was tossed in the coup. Insofar as corruption, both administrations were/are notorious. The only net gain was heightened tensions with Russia, good for the military-industrial business bottom line.

The western bloc suffers ineptitude and has show poor leadership & decision taking and much of the west’s problems with Russia have been of their own making; not least reneging on George H.W. Bush’s verbal (vital from the Russian view) promise NOT to move NATO’s borders east with the dissolution of the Soviet Union. The more NATO moves in ways that can be interpreted as boxing in Russia, the more assertive Russia will become, this is so deeply ingrained in human nature, it’s close to a law of physics. The one-sided perception of this from western view was briefly illuminated by AP reporter Matt Lee when he challenged the Department of State’s John Kirby with ‘You’re moving NATO’s borders to the borders of Russia and claiming Russia is threatening NATO’s borders because Russia has Russian military in Russia.’

Just now Russia has real leadership (whether one admires Putin or not) where the NATO nations have inept-corrupt politicians (for example one need look no farther than the current French campaign) and recently a great American buffoon (you’re fired!) surrounded by competing interests has risen the top, almost all of which said interests are opposed to Trump as a threat to those very interests. Speaking of ‘you’re  fired!’ … where is CIA Director Mike Pompeo when it is he should be firing everyone at CIA refusing to cooperate with the new president? Why hasn’t Pompeo stopped the agency in its tracks with the attacks on Trump? Is Pompeo sitting on his hands while looking forward to ‘business as usual’ under a soon to be President Pence?

Trump’s election actually does threaten the balance worked out between special interests in DC, which in turn threatens to upend the entirety of the system’s function for the fact of the system had become so deaf to the desires and needs of its citizens which, predictably over the long haul, delivered us someone, anyone, that wasn’t the perceived as bought mainstream or DC insider. That’s how we got Trump.

Odds are, when the dust settles with Trump’s almost certain removal, via a treasonous CIA instigated coup, a new storm will kick up because the root cause will not have been addressed; political apparatus out of touch with the realities and demands of its’ citizenry, including many of the conservative voters who will reject Pence for the very reasons they chose Trump over the several losing competitors in the Republican primaries.

The USA is in deep trouble, both at home and abroad. The old status quo didn’t know how to, or what is worse, didn’t care to repair our national circumstance. Everyone owes too much to special interests for the places they sit at the apex of power. They had to buy their way in and finally the voters delivered them a joker. When the joker is bounced out the door, there will be no returning to business as usual, there is too much anger and too many divisions … and the system is become corrupted to point it is designed to cull any leadership that isn’t beholden to a class that has separated itself from the ordinary. The beginning of the end of empire, as it were. I expect things will get worse before they get better and in fact circumstance may never get better.

This last is because Pence himself represents an apocalyptic religious entity opposed to rule of law based in constitutional order. Ready for literal Armageddon? How does one prepare for that?

Update: Within hours of my posting this assessment, CIA Director Mike Pompeo has stated:

“The CIA does not, has not, and will never hide intelligence from the president, period. We are not aware of any instance when that has occurred”

Now, this is either disingenuous or flat out wrong. How is that? Where is Pompeo on the CIA demonstrated to be pushing a ‘the Russians hacked the election’ psychological operation and feeding this lie to the public?

Exhibit six:

“A secret CIA assessment found that Russian operatives covertly interfered in the election campaign in an attempt to ensure the Republican candidate’s victory, the Washington Post reported, citing officials briefed on the matter”

Exhibit seven:

[former UK ambassador Craig] Murray said: “I know who leaked them. I’ve met the person who leaked them, and they are certainly not Russian and it’s an insider. It’s a leak, not a hack; the two are different things”

Complicit in the treason? Now, the question Mike Pompeo has not addressed: Has the CIA informed Trump of the particulars concerning the CIA false-flag information operation directed at undermining Trump, blamed in media on the Russians? Certainly not. In which case the CIA actually HAS with-held critical intelligence from the president. Mike Pompeo just lied about information sharing with the president on a critical count. How can we expect anything coming out of Pompeo’s mouth is on the up & up, following on this? We can’t.

What Pompeo doesn’t know, won’t hurt him. In the alternative scenario, CIA Director Pompeo himself is kept in the dark on the issue by the CIA. How can we expect anything coming out of Pompeo’s mouth is on the up & up, following on this? We can’t.

In this second, immediately preceding possibility, CIA Director Mike Pompeo is demonstrated to be dumber than a box of rocks; for the reasons he did not independently discover, on an issue critical to Trump, what is easily available in open source: A former, entirely credible, UK ambassador, Craig Murray, stating the CIA’s ‘Russian hack’ was in actuality a leak from a DNC insider, from a source Murray attests he had personally met (going to the assassination of Seth Rich, see the link ‘Incompetent Espionage & WikiLeaks’, below.)

Any director of CIA that didn’t independently check into an ongoing story attacking his boss, a story of Russian interference in a report acknowledged to have been produced by a CIA agency famous (inside the intelligence community) for its psychological and false-flag information operations, would have to be either complicit in the treason or so incompetent as to be unfit to hold the office.

“guest” remarking in the comments at jameslafond.com, where a version of this article is posted as ‘the coup’ states:

Here is how William Binney, a former intelligence official turned whistle-blower puts it:

“We were coming into conflict with what I refer to as ‘feasting’ by the corporations that were leeches on the side of NSA and other agencies of the government, the ‘military industrial happiness management complex’. They were keeping each other happy: officials would retire from government, go to work for those corporations, the corporations would send people in to manage the programs, they’d get the contracts back and they’d feed some more.

“It’s a circle, it just keeps going round. The entire leadership at NSA was focused this way and they wanted no creativity, no innovation, no problem solved, “keep the problem going so the money keeps flowing” that was their vision statement, I just didn’t realize it.

“They didn’t want success, because that means you solved the problem, which they need to ask for more money to feed the corporations”

Trump is throwing a wrench into this symbiosis, so he better buckle up!

Glen Ford’s Locating Fascism on the Home Map at Black Agenda Report is well worth a read. Trump pandering to racism and Jim Crow in the under-educated and overly propagandized White blue collar class is as clear as his choice for attorney general, Jeff Sessions, whose long record of White supremacy is undeniable. After the nominally Black Obama had led America’s Black community down a fantasy lane that led to nowhere (except continuing disempowerment), now it is the White pied piper’s turn to enchant. As the ‘white right’ celebrates their hero assuming the presidency, the stark reality is, the White blue collar class is a new class of ‘black’ where under-privilege is being locked in. The stupidity of the propagandized American people, regardless of race, is priceless.

Indeed, taking a cue from Ford’s article, the USA’s larger populace is the meat filling for America’s psychopathic leaderships’ home cooked Satan sandwich. I expect Trump’s advisor-cretins are grateful Joe Bageant is dead. Unlike the Black Agenda Report speaking truth to America’s Black community, there is no honest voice (I am aware of) in the White, blue collar class dedicated solely to speaking truth to its’ own. What a pity the the White, blue collar working class prejudices will preclude any real understanding of the honest information presented here:

by BAR executive editor Glen Ford

In decadence and decline, the U.S. has produced two strong strains of fascism that now vie for supremacy. The First Black President, now outgoing, represents the “cosmopolitan, global obsessed” variety of fascist. Donald Trump hails from an older fascist strain, “crude and petty, too ugly for global prime time.” At this stage in history, the two corporate parties seem incapable of producing anything other than fascists of one kind or the other.

Locating Fascism on the Home Map

The merciless downsizing of the American worker is a central element of Obama’s legacy.”

Barack Obama was a savior – of a drowning ruling class. Under his administration, Wall Street rose from near-death to new heights of speculative frenzy, awash in capital brutally extracted from the vanishing assets and past and future earnings of the vast majority of the population, or gifted in the form of trillions in free money at corporate-only Federal Reserve windows. The Big Casino, reduced to a rubble of its own contradictions in 2008, ushered in the New Year just shy of the once-fantastical 20,000 mark. Analysts credited Donald Trump’s victory for the bankers’ bacchanal, but it was Obama who made the party possible by overseeing the restructuring of the U.S. economy to accommodate and encourage the hyper-consolidation of capital — another way to describe the deliberate deepening of economic (and political) inequality. Having accomplished the mission assigned him by Wall Street in return for record-breaking contributions to his first campaign, Obama is said to be angling for a hot-money squat in Silicon Valley, the super-rich sector that was most supportive of his presidency.

Meanwhile, Hillary Clinton is melting quicker than the Wicked Witch of the West, principally due to the failure of traditionally Democratic working (and out of work) people of all races to turn out on November 8 — a perfectly understandable response to a party and a system that offers them absolutely nothing but grief, in ever quickening increments. The merciless downsizing of the American worker is a central element of Obama’s legacy. Real wages had been frozen or declining for decades. However, economic restructuring in the Age of Obama demanded that millions of workers be crushed all the way through the floor to a lower level of hell: temporary, contract, not-really-a-job, part-time “gig” employment. If the 1930s squatter shanty-towns called “Hoovervilles” were testaments to President Herbert Hoover’s economic policies, then the maddeningly precarious, no guaranteed hours, no benefits, zero job security, fraction of a shift, arbitrarily scheduled employment of today should be called ObamaJobs. A new study by economists at Princeton and Harvard universities shows that an astounding 94 percent of the 10 million jobs created during the First Black President’s two terms in office were ObamaJobs. This sub-sector of employment increased by almost half under Obama, from 10.7% of the working population to 15.8%.

The structural lowering of the employment floor to a precariat sub-basement makes all workers more insecure and less able to bargain with the bosses.”

According to the study, one million fewer people are working under any kind of formal employment than before the Great Recession. The researchers also calculate that Obama’s claim of creating 15 million new jobs is off by 5 million.

Low income workers, especially females, were hurt worst under the ObamaJobs regime. But, the structural lowering of the employment floor to a precariat sub-basement makes all workers more insecure and less able to bargain with the bosses — which is precisely what the new employment order is designed to do, and what Barack Obama intended. The President’s apologists claim Republican obstructionists prevented Obama from acting on his alleged progressive instincts. However, as frequent BAR contributor Pascal Robert points out, Obama “expended no political capital to push a jobs agenda at any time in his presidency.”

Republicans did not force Obama off his stride, causing him to stumble and lose his bearings on the way to a progressive agenda. From the very beginning, this consummate corporate politician had a grand social/economic strategy, beyond the overarching mission of resurrecting the Gilded Age of finance capital.

First, he would insulate the pharmaceutical and insurance industries from the threat of single payer, the world standard of health care that has been favored by 60-plus percent of Americans for at least the past three decades. Once those corporate interests were made safe — possibly for a generation — Obama immediately began attempting to forge a Grand Bargain with the Republicans to establish a bipartisan austerity regime. Core labor issues, including the “card check” bill that would have allowed unions to reverse their membership death spiral, were nowhere on his agenda.

“Obama’s assault on FDR’s New Deal and LBJ’s War on Poverty seemed to come from out of the blue.”

Obama declared war on social spending before even taking the oath of office. In early January, 2009, he informed the editorial boards of the New York Times and the Washington Post that all “entitlements” would be “on the table” for cutting under his presidency, including Medicare and Social Security. Obama’s assault on FDR’s New Deal and LBJ’s War on Poverty seemed to come from out of the blue; the battered Republicans were in no position to pressure anybody, and remembered how badly George Bush had been burned when he attempted to privatize Social Security, in his first term.

Obama seemed positively relieved when the GOP took control of the House, in 2010; he needed a stronger Republican Party on Capitol Hill to make his planned Grand Bargain look like a compromise, so that he would appear like a statesman practicing the politics of bipartisan give and take. But the GOP, the “White Man’s Party” whose organizing principle is race, could not bring itself to seal the deal, even after Obama offered a package of spending cuts approximating the Republicans’ own demands: about $4 trillion. Instead, Democrat-GOP relations calcified into gridlock. Thus, the nation was saved from Obama’s Grand Bargain, which Kansas City Black Congressman Emanuel Cleaver, then chairman of the Congressional Black Caucus, called a “Satan Sandwich.”

Obama has not offered a comprehensive economic plan of any kind since the collapse of his courtship with the GOP, which was too mean, narrow and racist to accept his eagerly offered surrender.

“Barack Obama dared to push through Congress a bill authorizing the indefinite detention of U.S. citizens by the military, without trial or charge.”

One does not embark on a campaign to lower wages and savage the social safety net without simultaneously buttressing the national security state. In addition to the exponential expansion of the U.S. domestic and global surveillance regime inherited from George Bush, Barack Obama dared to push through Congress a bill authorizing the indefinite detention of U.S. citizens by the military, without trial or charge. The 2011 New Years Eve insert to the National Defense Authorization Act (NNDA) effectively demolished the principle of due process of law in the United States. Although George Bush claimed the same authority, as inherent in the powers of the commander-in-chief, he never attempted to pass legislation to that effect, knowing that Democrats and some Republicans on Capitol Hill would fight him, tooth and nail. But, Obama’s bill sailed through both chambers of Congress.

When Donald Trump moves into the White House on January 20, he will be empowered to imprison whomever he chooses, without recourse to law as we know it, thanks to Barack Obama. Who, then, is the “fascist”?

President Obama’s greatest foreign policy challenge was to put the United States back on the global military offensive, following George Bush’s humiliation in Iraq. This required a new doctrine, to replace Bush’s discredited crusade to “spread democracy.” On March 17, 2011, Obama loosed his “humanitarian” military intervention doctrine on Libya, effectively negating centuries of international law and custom. As interpreted by Obama, national sovereignty and the inviolability of borders means nothing if the superpower, standing in for the planet, deems a government to be a threat to its own people — even if crimes against humanity have not yet occurred. Absent the principle of sovereignty, international law ceases to exist.

Obama’s methodical nullification of international law is, itself, the gravest aggression and crime against peace. The U.S. and its NATO and Gulf Arab allies deployed massive air power and foreign and Libyan jihadists to destroy the Libyan state and its leader, Muammar Gaddafi, butchered thousands of his supporters, and ethnically cleansed Black Africans from much of the country.

“Obama’s methodical nullification of international law is, itself, the gravest aggression and crime against peace.”

On a roll, Obama and Secretary of State Hillary Clinton moved thousands of jihadists to Syria, whose largest city, Aleppo, was captured by sectarian terrorists in 2012. From the moment Obama became the protector-in-chief of jihadists in Libya and Syria, virtually all the “news” about the wars in the region has been fake, false, lies. The now indisputable fact that the U.S. has, variously, armed, financed, shielded, transported, trained, directed and otherwise nurtured Islamic jihadists, including al-Qaida, is the truth that cannot be spoken on corporate media. If widely understood and internalized by the public, such a truth would shatter U.S. ruling structures. Therefore, it must be suppressed at all costs.

The sick superpower fends off the smell of death with a daily diet of lies: mainly about Russia and China and other states that refuse to buckle under to U.S. imperialism. The U.S. rulers’ biggest secret — the one that requires many layers of lies to conceal — is that the Lords of Capital see their demise as imminent and inevitable unless they somehow alter the general scope and direction of global economic development. The U.S. share of the world economy is inexorably shrinking — which means, the only way the U.S. can sustain its superpower status is through lawless force of arms abroad, and a crackdown on dissent (truth-telling, or just being Black) at home.

If you are searching for the real meaning of fascism in the superpower under late stage capitalism, you will find it in the nexus between the presidencies of Obama and Trump. Donald Trump’s fascism is the vintage kind that held sway for 70 or 80 years in Dixie under Jim Crow. Still stuck in apartheid, it seems inflexible, crude and petty, too ugly for global prime time. In some ways, this kind of fascist’s ambitions have shrunk to U.S. territorial size, or less.

Obama’s fascism — of the same brand as the Clintons’ — is global-obsessed, because it needs to feed on the whole planet to survive. It’s a cosmopolitan, world-stealing Dracula, that cannot imagine life on Earth without itself in charge. It no longer indulges heavily in ideological justifications for its predations; whatever detracts from its hegemony is the enemy. Increasingly, it is engaged in a War Against All.  Most recently, it simultaneously attacked both Russia and Donald Trump’s apartheid branch of fascists.

One fascist is fond of race war. The other isn’t so picky.

So, ‘the donald’ has selected Rick Perry to run the United States Department of Cocaine, er, Energy. But you get lots of energy from cocaine, right? Wouldn’t putting Perry, who quashed a major break by investigators digging into drug cartel corruption in the USA, in charge of ‘energy’ make perfect sense? Here follows is the verbatim story from the El Paso Times in September, 2011, taken down from the paper’s website but preserved elsewhere:

*

By Diana Washington Valdez
El Paso Times

Two former law enforcement officers allege that they cannot get anyone to investigate allegations that the Mexican drug cartels have corrupted U.S. law officers and politicians in the El Paso border region.

Greg Gonzales, a retired Doña Ana County sheriff’s deputy, and Wesley Dutton, a rancher and former New Mexico state livestock investigator, said that instead of arrests and prosecutions of suspects, their whistle-blowing activities have resulted only in threats and retaliation against themselves.

“I lost my job for a security company at the federal courthouse in Las Cruces because I would not keep my mouth shut, and someone threatened me by holding a knife to my throat,” Gonzales said.

Dutton, a rancher in Southern New Mexico, said an election official stopped by his ranch to ask him what was it going to take for him to retract his allegations concerning the official.

Confidential sources

Both men were confidential sources for the FBI in El Paso and assisted with investigations over an 18-month period.

Gonzales and Dutton allege that the FBI dropped them after “big names” on the U.S. side of the border began to surface in the drug investigations.

FBI Special Agent Michael Martinez said that the FBI cannot comment on its former or current relationships with confidential sources.

Dutton said an FBI official who used to be in El Paso sent a memo to other law enforcement agencies in the area to dissuade them from talking to him and Gonzales or having anything to do with them.

Gonzales and Dutton said both or either one of them helped with federal investigations that were successful, including the arrest of Special FBI Agent John Shipley. Shipley was convicted of weapons-related charges after a weapon he sold someone turned up in Chihuahua state at a scene where a firefight took place between Mexican soldiers and drug traffickers.

However, they said, they are concerned that other serious allegations have not found their way to court.

Hit on agent

“One of the street gangs that works for the Juárez cartel put a hit out on FBI Special Agent Samantha Mikeska, and I told the FBI as soon as I heard about it,” Dutton said. “We also had information on campaign fundraisers and parties in La Union that the cartel held for officials from New Mexico and El Paso. A lot of important people were at those parties, such as bankers, judges, and law enforcement officers.”

Mikeska is a high-profile agent whose investigations of the Barrio Azteca gang led to prosecutions of gang leaders. The gang, which has members in West Texas and New Mexico, is linked to the Carrillo Fuentes drug cartel.

Gonzales said a U.S. law enforcement officer was suspected of selling to a street gang with Juárez drug cartel ties a list of U.S. Marshals that included their telephone numbers.

“With their number, the gang was able to ‘clone’ the agents’ cell phones and intercept their calls,” Gonzales said. “That way, they would know when one of the agents was trying to serve an arrest warrant against one of their members.”

Dutton and Gonzales said small aircraft regularly drop drug loads on ranches or other properties along the U.S.-Mexico border, and that some U.S. law officers escort the loads to the next stop.

The two whistle-blowers said that drug cartels have managed to obtain computer access codes to U.S. surveillance systems that let them see where and when Border Patrol agents are monitoring the border.

They also alleged that drug cartels have given big donations to politicians, which are unreported, to influence appointments of key law enforcement officers.

Some of these allegations were contained in a letter that Dutton provided to Gov. Rick Perry, who is seeking the Republican Party’s nomination for president in the 2012 election.

“Our office received the letter and referred it to the appropriate agency, which was the Department of Public Safety,” Josh Havens, a spokesman for the Texas governor’s office, said last Friday.

Steven McCraw, director of the Texas Department of Public Safety and a former FBI agent from El Paso, said last Friday that he was interested in talking to Dutton. Then, about a half-hour later, McCraw said that Dutton had no credibility.

‘Nothing there’

“We looked into it and there was nothing there,” McCraw said.

Dutton said in response, “How can they say there was nothing when they didn’t even look at what I have?”

Dutton said he has videos, telephone records, and other documents gathered over the 18 months he worked with the FBI.

“The DPS never asked to see any of it,” Dutton said.

During his work with the FBI, Dutton said the FBI asked him to accept drug shipments from Mexico through his ranching company.

“The drugs were concealed in horse saddles, and we started getting a lot of them,” Dutton said. “But the FBI kept putting me off when I asked for the money to pay the cartels for the drugs. I had to use my own funds. The FBI still owes me thousands of dollars for these out-of-pocket expenses.

“I asked the FBI for help when I started getting threats, but the only thing that happened is that everyone starting running for cover to protect their careers,” Dutton said. “One of the FBI agents said politics got in the way, and that they had to close out the investigation and end their relationship with me.”

As a state livestock investigator, Dutton made arrests like any other law enforcement officer, collaborated with sheriffs’ offices, seized drugs and investigated thefts. He also developed intelligence that drug cartels used cross-border cattle shipments to transport drugs across the border at Santa Teresa.

Zetas cartel

Dutton said other informants told him that the Zetas drug cartel has a high-level member in Las Cruces whose wife holds a non-law enforcement job in the DEA’s office.

The whistle-blowers also alleged that the corruption they’ve encountered includes a prominent doctor in El Paso who provides prescriptions for drugs to people who need to pass lie-detector tests.

“The FBI was provided with all this information, and I guess that’s why they’re now saying that we’re crazy,” Dutton said.

Dutton and Gonzales said their frustration over the lack of investigations has compelled them to turn to U.S. lawmakers and to Judicial Watch for help.

Judicial Watch is a conservative, nonpartisan educational foundation in Washington, D.C., which promotes transparency, accountability and integrity in government, politics and the law.

The organization publishes a list each year of the “Ten Most Wanted Corrupt Politicians” of both major political parties.

Chris Ferrell, Judicial Watch research director, confirmed that Dutton has been in contact with his office.

“These are very serious allegations that should be investigated by law enforcement,” Ferrell said. “There are too many details and specifics to just ignore them. The threats against them (Dutton and Gonzales) also should be investigated.”

Nero Fiddles While Empire Implodes

This post also could be called ‘double standards’ or ‘it takes a thief to catch a thief’, ‘a gallery of hypocrites’, or perhaps best of all: ‘Enough Americans are eating turkey and watching football while sucking up faux news to enable the hijacking of the republic (again)’

On the outskirts of empire, battles rage. Concerning Aleppo, the grand spigots of the empire’s overseas holdings shriek of the ‘human disaster‘ as Assad aligned forces eradicate the ‘good’ salafist extremists:

“Samantha Power, the U.S. ambassador to the United Nations, Monday called weekend attacks by Syrian and Russian forces on Aleppo “horrifying””

But no such qualms are expressed when empire is eradicating the ‘bad’ salafist extremists in Mosul:

“The city has been a prison for its residents for more than two years under ISIS. Now, with the extremist group amassing people around its fighters, Mosul could tragically become a graveyard”

And:

“IRBIL, Iraq: Doctors in the main hospital treating trauma victims from the battle for Mosul say they are overflowing with casualties, both civilians and soldiers”

‘tragic’ when it’s civilians dying because of empire aligned forces going after the ‘bad’ salafists empire doesn’t like and criminal when it’s civilians dying as Assad goes after the ‘good’ (‘moderate’ extremists is the empire’s preferred label) salafists aligned with empire.

Meanwhile, in the ‘homeland’ (was there ever a better moniker to describe the USA as Lord, and the rest of the world as vassal), palace intrigue plays out between Donald ‘Roy Cohn made me‘ Trump, Hillary Frump (Guinness World Record for the biggest ass in politics, when taken literally), and America’s newest jaded political streetwalker to break out on the scene in the big story, Jill ‘won 1% of the vote but will recount for the Clinton frump on Soros dime‘ Stein.

Following on having dusted off sheepdog Bernie Sanders a-la George Bush (recalling ‘boy’ George sinking Ron Paul in past Republican primaries with Diebold computerized vote fraud) will Hillary’s ([1] Colorado, [2] Virginia & [3] North Carolina & Florida, [4] New Hampshire, [5] California, [6] Pennsylvania, [7] New York stories about possible dead people voting; of the Pew Research estimate of nearly 2,000,000 dead but registered voters) ‘dead but voting’ ballots hold out to reverse ‘the donald’s’ own computerized vote fraud; which had been strategically positioned to win the Electoral College as opposed to the (includes Hillary’s dead) popular vote? As empire implodes, CIA’s American Nero (ABC, CBS, CNN, NBC) plays fiddle, or better said, distracts the people with games at the Coliseum (USC 45, Notre Dame 27), time to time pushing aside soaps.

Meanwhile, since we’re not allowed to know about the Clinton historic ties to CIA organized crime (e.g. Contra drug trafficking), Americans are holding out for full disclosure on the more important issue:

General Michael Flynn on Al Jazeera ^

“Right-wing pundits have often claimed due to this background that the decision to withdraw troops from Iraq was the key enabling factor in the resurgence of AQI, and its eventual metamorphosis into ISIS.

“But Flynn’s revelations prove the opposite — that far from the rise of ISIS being solely due to a vacuum of power in Iraq due to the withdrawal of US troops, it was the post-2011 covert intervention of the US and its allies, the Gulf states and Turkey, which siphoned arms and funds to AQI as part of their anti-Assad strategy”

Specifically, intelligence produced under General Flynn when he was boss of the Defense Intelligence Agency, that he had clearly endorsed when interviewed by Al Jazeera includes this language:

“…there is the possibility of establishing a declared or undeclared Salafist principality [Islamic State] in Eastern Syria .. and this is exactly what the supporting powers [USA, Turkey, Qatar, Saudi Arabia et al] to the opposition want, in order to isolate the Syrian regime…”

And it’s not like this had been unknown to the USA’s intelligence sharing partners:

“TURKEY has been accused of supporting the Islamic State and other Islamist groups across the Middle East, a leaked German government report has claimed”

But Suddenly Mike Flynn does a 180 degrees turnaround:

“Turkey is really our strongest ally against the Islamic State in Iraq and Syria (ISIS), as well as a source of stability in the region”

Wow. Nothing like 30 pieces of Turkish silver to betray ‘the truth will make you free’

Dear Parliamentarians, Federal Prosecutors and Judges of the German Constitutional Court

This communication revisits information I had provided to these same addressed German members of parliament nearly a year ago; concerning NATO and German, particularly, complicity in Turkish state sponsored terror. The information previously provided, on or about 28 November 2015, is a compilation (assembled by “Jihad Watch”) of the Turkish state proactively supporting Islamic State in Syria. This previous communication to yourselves may be referenced online at:

Letter to German Parliament 28 November 2015

The preceding (linked) information may be found in its original source at:

https://www.jihadwatch.org/2015/11/report-turkey-collaborating-with-the-islamic-state

What is new is this past week’s leak of the document provided to ‘die linke’ demonstrating the German government is in full knowledge and complicity with these criminal acts; with the accessory to the crime act of concealment of NATO state sponsored terror. This concealment-complicity is clearly laid out where the German government demands, and I quote the following highlighted screenshot: “The document stated that a public response to Die Linke’s question was not possible “for the welfare of the state.””

Welfare_German_State.jpg - 1
At http://www.thelocal.de/20160816/germany-accuses-turkey-of-supporting-terrorism-report

The employ of this German constitutional loophole to conceal crime of international stature by a NATO allied state raises a greater series of directly related questions; has this same principle of law used to excuse public accountability in the case of the state to state relationship of Germany to Turkey involving state sponsored terror, also been used to conceal other egregious criminal acts? For instance the Turkish state sponsored sarin gas attack perpetrated at Ghouta, Syria, in August 2013? And the role of German intelligence sharing in the western intelligence agencies efforts to overthrow Assad? And the German authorities refusal to prosecute allied intelligence agencies attempts at assassinations carried out on German soil?

I expect the answers to each of these questions must be answered in the affirmative, based on information I have provided your nation’s several offices over the course of several years; with the most complete record lodged with MP Hans Christian Stroebele.

To each of you, I state the purpose of the communication is straightforward and clear; when that day comes this litany of crimes spills into the open, none of you will be able to claim ‘we didn’t know.’

If ‘The Donald’ were a real ‘man’ … he’d question those mysterious deaths surrounding the Clintons, wouldn’t you think? Just over the past six weeks:

Shawn Lucas, Sanders supporter who served papers to DNC on the Fraud Case (DOD August 2, 2016)

Victor Thorn, Clinton author (and Holocaust denier, probably the least credible on this list) shot himself in an apparent suicide. Conspiracy theorists at Mystery Writers of America said some guys will do anything to sell books. (DOD August, 2016)

Seth Conrad Rich, Democratic staffer, aged 27, apparently on his way to speak to the FBI about a case possibly involving the Clintons. The D.C. murder was not a robbery. (DOD July 8, 2016)

John Ashe, UN official who allegedly crushed his own throat while lifting weights, because he watched too many James Bond films and wanted to try the move where the bad guy tries to…oh, never mind. “He was scheduled to testify against the Clintons and the Democrat Party.” (DOD June 22, 2016)

Mike Flynn, the Big Government Editor for Breitbart News. Mike Flynn’s final article was published the day he died, “Clinton Cash: Bill, Hillary Created Their Own Chinese Foundation in 2014.” (DOD June 23, 2016)

So, what’s to stop Trump calling out the Clinton ‘body count’ ?? Or for that matter, the Clinton connection to the CIA cocaine smuggling into Mena, Arkansas. A real man would call that out, you think?

VINCE FOSTER

“According to his wife, security operative Jerry Parks delivers large sums of money from Mena airport to Vince Foster at a K-Mart parking lot. Mrs. Parks discovers this when she opens her car trunk one day and finds so much cash that she has to sit on the trunk to close it again. She asks her husband whether he is dealing drugs, and he allegedly explains that Foster paid him $1,000 for each trip he took to Mena. Parks said he didn’t “know what they were doing, and he didn’t care to know. He told me to forget what I’d seen”… Later Evans-Pritchard will write, “Foster was using him as a kind of operative to collect sensitive information on things and do sensitive jobs. Some of this appears to have been done on behalf of Hillary Clinton. . . Foster told him that Hillary wanted it done”

Anyone else recall Vince Foster bumped himself off in DC (or, c’mon, really, some people actually believe did he not? Laughs)

“I don’t bring it [Foster’s death] up because I don’t know enough to really discuss it,” Trump continued. “I will say there are people who continue to bring it up because they think it was absolutely a murder. I don’t do that because I don’t think it’s fair” –The Donald

Aspires to be a real ‘boy’

It’d take The Donald’s investigators about ten minutes, the previous quote’s linked propaganda piece notwithstanding, to figure out Vince Foster, a Clinton liaison (money man) to the CIA cocaine operation at Mena,  Arkansas, was talking to the FBI when he died and Hillary was freaking out over possible revelation of a much larger circumstance. So, consequently ‘Pop’ (rather popped off) goes the (Vince Foster) weasel.

“Nobody on the left questions Ellsberg about these things”Doug Valentine

“From the beginning, the Pentagon Papers were a compilation of documents designed to paint President John F. Kennedy as the villain of the story, and to shield the role of the CIA” L Fletcher Prouty

There is a CIA liaised Ford Foundation funded, Nation Institute project ‘Tom Dispatch’ 7,800 word excuse for an article or example of how the Daniel Ellsberg propaganda myth of the left never seems to run out of traction. The lame premise of ‘the forgotten whistleblower’ is to prostitute the legacy of a dead man, Rand Corporation’s Anthony Russo, whilst in actuality reinforcing a lie of 40 plus years: Ellsberg’s disingenuous rationale for ‘leaking’ The Pentagon Papers. It is amazing to me that CIA cover story apologists are still working an Indochina information operations project forty plus years after the fact. But on second sight, this makes perfect sense. If the ‘Myth of Daniel Ellsberg’ were ever to unravel, so would the decades of CIA misinformation on a whole  plethora of cover stories (official lies) perpetrated on the American public.

Douglas Valentine, who for years investigated the CIA’s ‘Phoenix Program’ in Vietnam, and more, interviewing Indochina clandestine operations veterans who were on location, in that era, in 2003 penned an article; ‘Will The Real Daniel Ellsberg Please Stand Up?’

“The House of Representatives launched deeper probes into CIA drug smuggling and the CIA’s Phoenix Program in early 1971, and, naturally, the CIA at this critical time took extensive countermeasures in a concerted effort to conceal these facts. What is relevant … is that in June 1971, Daniel Ellsberg leaked the aptly named Pentagon Papers, shifting blame for the increasingly unpopular Vietnam War from the CIA to the military, while distracting public attention from the investigations of the CIA’s Phoenix Program and the CIA’s involvement in drug smuggling”

The article is worth a read. I witnessed CIA delivery of heroin to the United States Army at Vung Tau, Vietnam, in 1971. There is no ‘conspiracy theory’ involved with CIA international narcotics trafficking, only the actual conspiracies that have been and continue to be carried out. Ellsberg’s denials concerning any knowledge of, or connections to this trade, even as he is established to have been moving among and interacting with its principal players, is a red flag that should have warned people off embracing anything this career CIA disinformation specialist (and mole in the left) has ever asserted.

Ten years after Valentine had published his Ellsberg article in 2003, James Corbett spent nearly an hour in discussion with Valentine on the very same, developing a larger body of information for radio you can listen to HERE.

If he [Ellsberg] would keep these incredibly important two years of his life secret, he would have no problem keeping other, more important secrets” -Douglas Valentine

The first question Valentine raises in his radio interview is, when Ellsberg wrote his autobiography aptly named “Secrets”, why did he keep major portions of his story ‘secret’? Ellsberg’s connections to the heroin trade’s principal players, the fact he’d been in liaison with the CIA covert war (separate to the regular military) bosses and was plugged into the highest levels of the Indochina covert operations scene, as his work assignment. Related to this, Ellsberg had taken on covert operations assignments in Saigon for the CIA chief of station. One of Ellsberg’s colleagues of that era then drops the bombshell he was the one who’d passed along instruction for Ellsberg to release the Pentagon Papers. This person is a contact Valentine had been sent to by former CIA Director and one time CIA Vietnam ‘dirty war’ (Phoenix Program) boss William Colby, who incidently (1996) almost certainly was murdered for having been too free with giving up the agency’s dirty laundry. Moreover, it is credibly alleged William Colby himself had sent on the instruction for the Pentagon Papers release. Finally, the question is raised, why is Ellsberg still associating with those very CIA people he worked with in Vietnam (he avoids talking about in his autobiography), decades after the fact?

Valentine’s research matches the entirely independent (and highly suppressed) material in the exposé of a former Pentagon liaison to the CIA, ‘The Secret Team‘, by Colonel L. Fletcher Prouty. The reasons given for the Pentagon Papers release, by both Valentine and Prouty, is to shift any scrutiny and public attention away from the CIA and its activities in Vietnam; inclusive of narcotics trafficking & dirty war assassinations (Valentine’s focus) and how clandestine CIA policies were implemented to the detriment of the USA national interest (Prouty’s focus.)

It was Colonel L Fletcher Prouty first blew the whistle, over forty years ago, on Daniel Ellsberg as at the center of a CIA information operation (PSYOP) to shift responsibility for the immense policy failures of Vietnam from the CIA onto the Pentagon, the full chapter of what follows can be read online HERE

We have been saying that the release of the Pentagon Papers by the former CIA agent and long-time associate of Edward G. Lansdale, Daniel Ellsberg, may have been the opening attack by the CIA to cover its disengagement not only from the physical conflict in Indochina, but also from the historical record of that disastrous event. In this effort, the CIA appears to be trying to hide behind its own best cover story, that it is only an intelligence agency and that its fine intelligence work during the past twenty years on the subject of Southeast Asia is all that we should remember.

Now we find in Cooper [Chester Cooper, career resume HERE] another CIA apologist using the Foreign Affairs review to follow up and to praise Ellsberg. In fact, Cooper’s exhilaration in his task gets the better of him when he says, “Thanks to Daniel Ellsberg …” he means it! This near-endorsement of Ellsberg by a CIA writer in the publication of the Council on Foreign Relations is all the more significant when one learns that this Council is supported by foundations which are in turn directed by men from the Bechtel Corporation, Chase Manhattan Bank, Cummins Engine, Corning Glass, Kimberly-Clark, Monsanto Chemical, and dozens of others. Not long ago, the political scientist Lester Milbraith noted that “the Council on Foreign Relations, while not financed by government, works so closely with it that it is difficult to distinguish Council actions stimulated by government from autonomous actions.” And while we appreciate that Foreign Affairs states clearly that “It does not accept responsibility for the views expressed in any articles, signed or unsigned, which appear on [its] pages”, its record and especially its list of authors over the years, from John Foster Dulles in its first issue, speaks for itself.

This whole plot thickens to the point of near-hypocrisy when Cooper cites the August 3, 1954, National Intelligence Estimate. The same Pentagon Paper from which he quotes also contains a report on the year-long activity of the Saigon Military Mission. This report, written by Edward G. Lansdale of the CIA, began in that same month of August 1954. While the NIE was speaking disparagingly of Ngo Dunh Diem, the SMM was supporting the Diem regime during the days after the French defeat at Dien Bien Phu. This team and all of its efforts were CIA originated, CIA supported, CIA manned, and CIA directed. From 1954 through 1963, all American activity in Vietnam was dominated by the CIA. Although Lansdale and his key men, such as Charles Bohanon, Lucien Conein (the U.S. go between at the time of the Diem coup d’état), Bill Rosson, Arthur Arundel, Rufus Phillips, and others were listed in the Pentagon Papers with military rank, they were all in the employ of the CIA and were operating as CIA agents.

This is what the Pentagon Papers reveal as happening in 1954 and 1955. Now the CIA would have us believe that it was an objective and blameless intelligence agency all through those horrible years of the Vietnam build-up. However, it was the CIA that hid behind its own cover and that of State and Defense to fan the flames of a smoldering conflict. To add insult to injury, the CIA would have us believe that Eisenhower’s Secretary of State, John Foster Dulles, the DOD, Lyndon B. Johnson, and Richard M. Nixon were all to blame because they would not read and heed their NIE. Where were the CIA officials of the clandestine sector when their own men were writing these National Intelligence Estimates?

The big question is, If the National Estimates produced by the intelligence side of the CIA were so good, then why didn’t the men in the clandestine operations office read and follow the advice of their own estimates? Yes, the CIA likes to write about itself, and the CIA likes to have others write about it, as long as what they write is laudatory and skillful propaganda.

How can the CIA rationalize the fact that at the very same time it was sending its most powerful and experienced team of agents into action in Indochina, after its successes with Magsaysay in the Philippines, it was writing NIE for the President saying exactly the opposite? It is alarming enough today to put the Ellsberg releases and the Cooper tales together, but what did the CIA have in mind in 1954 when it was doing such disparate things? What did the CIA expect President Eisenhower and John Foster Dulles to believe: The NIE that said we couldn’t win with the “frail Diem regime”, or the SMM clandestine operation that was designed to support the same Diem regime? Or could it have been that they either did not know about the secret operation or were improperly briefed? This is the very heart of the matter. This is what this book is all about.

To put this in another context, when Eisenhower was planning for the ultimate summit meeting in May 1960, did the NIE say that all was going well and nothing should be done to upset the chances of success of that most important mission; and did the DD/P come in with his briefing for the U-2 flight at the same time? Or perhaps was there an NIE and no briefing about the U-2? How did the ST handle that one?

Or to carry this same theme over to early 1961, did the NIE correctly foretell that the Cubans would not rise up and support an invasion of so few troops without United States troops and air cover; and how did the DD/P brief the secret operation to President Kennedy to perform an invasion operation that was patently diametrically opposed to the NIE?

To drive home the point of this duality farther, Cooper states: “In November 1961, shortly after General Taylor and Walt Rostow returned from their trip to Vietnam recommending, inter alia, that the U.S. ‘offer to introduce into South Vietnam a military task force’, an NlE warned that any escalation of American military activity in Vietnam would be matched by similar escalation by Hanoi … the North Vietnamese would respond to an increased U.S. commitment with an offsetting increase in infiltrated support for the Viet Cong.”

Again the Intelligence Directorate of the CIA plays the lily white role. At about the same time, July 1961, the Pentagon Papers show that a report, again by Edward C. Lansdale, at that time a brigadier general assigned to McNamara’s staff and still, as ever, a strong supporter of the CIA, lists the very considerable amount of unconventional warfare resources in Southeast Asia, which were supported by and operating under the CIA. These military and paramilitary forces added into the tens of thousands of armed men and were liberally supported by American men, American money, and American equipment, all put in place under the direction of the CIA. The Deputy Director of Central Intelligence, General Cabell, had just ordered the ClA-operated United States Marine Corps helicopter squadron from Laos, where things had turned from bad to worse, into South Vietnam, where things were going to turn from bad to worse. They were flown into the Camau Peninsula by Americans, and they were supported by Americans for the purpose of airlifting the Special Forces Elite troops of Ngo Dinh Nhu for action against the citizens of that terrorized area. This was another example of what was going on in the covert field at the same time that Intelligence was putting out an Estimate to the contrary. We have Cooper to thank for the “nice” story and Ellsberg to thank for the “not-so-nice” story. Who was President Kennedy to believe — the man who came in with the NIE, or the man who came in to brief him about the tremendous clandestine and paramilitary operations? Or did they tell the President about both?

Today, the CIA would like us to believe that it had challenged the validity of the hallowed Domino Theory by advising Lyndon B. Johnson that, with the possible exception of Cambodia, it is likely that no nation in the area would quickly succumb to Communism as a result of the fall of Laos and South Vietnam. Furthermore, a continuation of the spread of Communism in the area would not be irreparable.

In 1961, the same time as this quote, Maxwell Taylor, the White House spokesman of the clandestine side of the CIA, informed President Kennedy that “the fall of South Vietnam to Communism would lead to the fairly rapid extension of Communist control, or complete accommodation to Communism, in the rest of the mainland of South East Asia and in Indonesia. The strategic implications worldwide, particularly in the Orient, would be extremely serious.” In those days, Maxwell Taylor expressed more properly the views of the CIA (DD/P) than those of the DOD where he was held in awe and suspicion after his return from retirement to become a member of the Kennedy “inside” staff.

General Taylor continued to espouse this view even after he moved to the Pentagon as chairman of the Joint Chiefs of Staff. On January 22, 1964, in a memo to Secretary of Defense Robert S. McNamara, he said, “A loss of South Vietnam to the Communists will presage an early erosion of the remainder of our position in that subcontinent.” Even though he had moved to the Pentagon, Taylor’s memoranda on South Vietnam were written by the Special Assistant for Counterinsurgency and Special Activity, an office within the confines of the Pentagon, but an office that had been created to work with the CIA, and which by that date had become a regular conduit for CIA thought and action.

Then, McNamara picked up this same “party line” in his memo to President Johnson (at that time his memoranda on this subject were written either by Lansdale or Bill Bundy, both CIA men) of March 16, 1967 “… Southeast Asia will probably fall under Communist dominance, all of Vietnam, Laos and Cambodia … Burma … Indonesia … Malaysia … Thailand … Philippines … India … Australia … New Zealand … Taiwan … Korea and Japan ….” By now, everyone was putting all pressure possible on Johnson, and as noted, they used all of the dominoes. Yet the CIA today would have us believe they were only the voice of the DD/I and not the DD/P speaking, through SACSA, to Maxwell Taylor, thence to McNamara, with input from Bundy and Lansdale, and on to Rusk and Johnson. No wonder the CIA wants men like Cooper and Ellsberg writing for them.

The final irony is discovered when the Cooper story begins to pit the National Estimates against other Ellsberg data in 1964-1965. He states that the NIE of late 1964 claimed that, ” . . . we do not believe that such actions [against the North] would have crucial effect in the daily lives of the overwhelming majority of the North Vietnamese population. We do not believe that attacks on industrial targets would so exacerbate current economic difficulties as to create unmanageable control problems [for the Hanoi regime] … would probably be willing to suffer some damage to the country in the course of a test of wills with the U.S. over the course of events in South Vietnam.” Then, as if to place the blame on the military, he adds, “As the Pentagon historians note, this view had little influence on the contingency papers which emerged.”

The most remarkable thing about this paragraph from Foreign Affairs is that it is directly the opposite of the views presented in the Pentagon Papers as the “William Bundy memo” on “Actions Available to the United States after Tonkin”, which is dated August 11, 1964. Bill Bundy was at that time no longer sitting in the Pentagon; he was working for the ST as Assistant Secretary of State for Far Eastern Affairs. However, overriding that position, Bill Bundy was always the ready spokesman and puppet, in both the Kennedy and Johnson Administrations, for the CIA. He had been with the CIA for ten years, was the son-in-law of Dean Acheson, and has been reported, as of this writing, to be in line for the position of editor of Foreign Affairs.

In this utterly fantastic memo, CIA spokesman Bill Bundy listed pages of “dirty tricks” and increasing pressures that were to be brought to bear against Hanoi, including the Rostow favorite, “tit for tat” actions. By late 1964, military escalation had begun, and the role of the CIA did not diminish — it was just overshadowed by the greater military magnitude. The flames that the CIA and the greater ST had ignited were faced by the military. However, even this huge force was never able to snuff them out; it just had to stand there and let them burn themselves out.

Then the Cooper account presents Dr. Sherman Kent, the long-time chief of the Board of National Estimates saying: “The nature of our calling requires that we pretend as hard as we are able that the wish is indeed the fact and that the policy-maker will invariably defer to our findings …” He feels that his associates’ concern about their influence is misplaced: “… no matter what we tell the policymaker, and no matter how right we are and how convincing, he will upon occasion disregard the thrust of our findings for reasons beyond our ken. If influence cannot be our goal, what should it be? … It should be to be relevant within the area of your competence, and above all it should be to be credible.”

Sherman Kent is an old pro. He knows his business and is one of the very best in his field; but how strange the context of this Foreign Affairs essay must seem to him. While he did prepare these NIE, his own associates in clandestine operations and his own boss, the DCI, were fanning out all over Southeast Asia under the cover of his professional expertise, not only oblivious and unheeding of his work, but making mockery of it. Such are the ways of the ST.

When a National Estimate is presented by the same house that presents the collateral and usually opposite view of Special Operations, the Agency pulls the rug from under the feet of its own best achievements and the men responsible for them. Allen Dulles was wrong when he wrote in 1948, along with Jackson and Correa, that the two broad functions of Intelligence and Special Operations should be under the same man and in the same agency. There is nothing wrong with the NIE system and with men like Sherman Kent, Ray Cline, and Bob Amory. The evil is on the other side; and in spite of the vigorous efforts of Agency zealots, who have attempted to rewrite the history of the past quarter-century, we cannot but take some faith in those words of Saint John, that Allen Dulles chose for the entrance way of the new CIA building: “The truth shall make you free.” This attempt to warp the truth will not.

It might also have been well if the Agency and its disciples had reconsidered their own “more appropriate choice” for a motto: “Look before you leap.” The American public and the world for which Arnold Toynbee speaks, prefer Truth.
