English section beneath the Serbian – updated 3 June 2021

Kao rezident Srbije, otac dece srpskog državljanstva, ovi eseji su moj doprinos toliko željenoj čistoj i etičnoj budućnosti, ne samo moje porodice, već i svih običnih, svakodnevnih Srba, kojima se većini divim, zbog njihovih iskrenih zapažanja i čestitosti. U svojim zapažanjima o Srbiji vidim mnoge probleme, ali i realne mogućnosti. Prvih sedam eseja (boldirano) uvršteni su u veću kolekciju, koja je prevedena na srpski jezik i biće izdati kao knjiga 2021. godine. Ostali eseji (oni koji nisu uvršteni u predstojeći rad), koji bi trebalo da su zanimljivi ili zabavni, biće postavljeni s vremena na vreme, ispod boldiranih linkova. Srpska utopija

Razmišljajući o svojoj mogućoj budućnosti kao građaninu Srbije (ako bi to korumpirana država dozvolila), čini mi se prikladnim da sredim svoj politički stav. Bio bih „kvalifikovani“ rojalista koji apsolutno NE bi podržao obnovu dinastije Karađorđević. Trenutno, uzimajući u obzir srpsku istoriju i mentalitet i ono što bi moglo funkcionisati, buduća Srbija, pretpostavljam, izgledala bi otprilike ovako:

Srpski kralj bi bio rođen u Srbiji, u potpunosti upućen i oblikovan srpskom kulturom i istorijom, školovan u Srbiji i biran (jednom) plebiscitom, a njegov naslednik (koga bi kralj lično imenovao, naslednik kraljevske loze, u srodstvu ne daljem od drugog kolena) mora biti potvrđen plebiscitom nakon sukcesije. Bilo koji pripadnik kraljevske loze koji se venča sa državljaninom druge države, bio bi diskvalifikovan. Srpska kraljica koja to postane udajom za kralja Srbije, morala bi biti rođena u Srbiji, od roditelja državljana Srbije, dobrog karaktera, a tokom celog života bi živela u Srbiji (trebalo bi da se uda iz ljubavi, a ne zbog društvenog položaja).

Kralj i patrijarh bili bi stalni ministri (bez obzira na vlade koje dolaze i odlaze) i imali bi moć da zbace celu vladu, uključujući predsednika i premijera; kada se njih dvojica usaglase da je to iz razloga političkog zastoja zaglavljenog u trajnim ili osvetoljubivim raspravama. Svaki od njih dvojice, pojedinačno kralj ili patrijarh, imao bi moć da stavi veto na predloženi zakon ili politiku, koji nisu utvrđeni ustavom.

Predsednik ili premijer ili većina parlamentaraca imala bi moć da sazove plebiscit za uklanjanje kralja, ali ako plebiscit ne uspe, osoba(ma) koje pozivaju na plebiscit biće zabranjeno bavljenje politikom za ceo život.

Vlada se ne sme zbaciti samo zbog činjenice da vodi raspravu o tome da li je potrebno pokrenuti plebiscit za uklanjanje kralja.

Vladu ili kralja za koje se utvrdi da su se služili obmanom, da bi zaobišli tesne principe utvrđene u prethodna tri paragrafa, ukloniće senat građana, a oštećena strana će biti obeštećena, a počinioci krivično gonjeni zbog državne izdaje. U okolnostima kraljeve smene, senat će vanredno zasedati i ispitati ovaj paragraf i, ako je potrebno, postupati po njemu pre imenovanja novog kralja.

Kralj koji je nacionalnim plebiscitom uklonjen, doživeo bi da njegova porodica izgubi svako pravo na nasledstvo, a nova kraljevska porodica ustanovljena izborom novog kralja, od kandidata koje je nominovao senat uglednih građana.

Ovaj „građanski senat“, sastavljen od uglednih ličnosti konsenzusom opštine, trebalo bi da se sastane jednom u dve godine pred očima javnosti i otvori ga pitanjem: Da li sveštenici naše zajednice pokazuju naše pravoslavno verovanje „Lakše je kamili da prođe kroz iglene uši, nego što je to bogatom čoveku da uđe u carstvo Božije?“ Ako je odgovor negativan u 10% ili više zajednica, Patrijarh će biti obavešten da se njegovo sveštenstvo razmeće Roleks satovima, vozi vrhunske automobile, posećuje zabave na jahtama i slično. U ovom slučaju, kada je patrijarh obavešten, ako će, i nakon dve godine, ovaj građanski senat ponovo utvrditi da je 10% sveštenika korumpirano, patrijarh će biti suspendovan sa ministarske funkcije u vladi, s tim da će samo kralj imati moć da zbaci celu vladu, dok narednih godina građanski senat ne otkrije da je crkvena korupcija utihnula i dok Patrijarh ne bude vraćen na mesto ministra.

Nacionalne političke partije bile bi zabranjene, zapravo bi političke stranke bile strogo ograničene na lokalne opštine, a multinacionalnim korporacijama bi bio zabranjen bilo kakav uticaj u oblasti politike (bez plaćenih lobista).

Opštine bi trebalo da imaju moć da zatvore svoje korumpirane građane i one posetioce koji mogu biti saučesnici u korupciji, bez mogućnosti žalbe višem sudu; osim ako građanski senat utvrdi da je tužilaštvo samo po sebi korumpirano, u tom slučaju će sve stranke za koje se utvrdi da su korumpirane (policija, sudija, lažni svedok itd.) služiti kaznu nepravedno izrečenu žrtvi.

Policija i sudije ne mogu biti nametnuti zajednici u kojoj nisu rođeni, osim ako zajednica ne zatraži antikorupcijsku pomoć od senata građana. Senat može, po sopstvenom nahođenju, zasedati kao vrhovni sud za krivično gonjenje i osuditi kaznom zatvora nacionalne ličnosti (osim vladajućeg kralja ili patrijarha) koji dovode nacionalni ugled Srbije u loše stanje lošim ponašanjem ili izuzećem od kazne.

Građanski senat može, po svom nahođenju, ograničiti (limitirati) fond talenata iz kojeg se crpe neministarska nacionalna vladina imenovanja; na primer, od ambasadora ili bilo koje druge funkcije može se zahtevati da ispunjavaju određene kriterijume (koje određuje senat).

Korporacijske karijerne ličnosti, od lokalnog do nacionalnog nivoa, biće zabranjene u vladi. S tim u vezi, nacionalni resursi ne smeju biti u vlasništvu privatnih strana (npr. električna mreža), a zločini protiv životne sredine smatraće se zločinima protiv srpskog naroda.

A Serbian Utopia

Having thought about my possible future as a citizen of Serbia (if the corrupt state were to allow this), it seems apropos to sort my political position. I would be a ‘qualified’ royalist who absolutely would NOT support restoration of the Kara-George dynasty. At present, taking into account Serbian history & mentality and what might work, the future Serbia I imagine would look something like this:

A Serbian King would be born in Serbia, fully shaped by and informed in Serbian culture & history, educated in Serbia and elected (one time) by plebiscite and his successor (the King’s personally designated royal heir, not to reach farther than a 1st cousin’s son) must be confirmed by a plebiscite upon succession. Any royal marrying a citizen of another state would be disqualified. A Serbian Queen by marriage to a King of Serbia, shall be born in Serbia, of Serbian citizen parents, of known good character, and lived in Serbia throughout her life (should be married for love, not social position.)

The King and Patriarch would be permanent ministers (no matter governments that come and go) and have the power to throw out an entire government, president & prime minister included; when the two agree this is necessary for reasons of political stasis locked into perpetual or vindictive arguments. Either one, King or Patriarch singly, would have the power to veto a proposed law or policy that is not set out in the constitution.

A president or prime minister or majority of parliamentarians would have the power to call a plebiscite to remove a king but if the plebiscite failed, the person(s) calling the plebiscite would be banned from all politics for life.

A government may not be thrown out simply for fact of a debate on whether it should be necessary to move for calling a plebiscite to remove a king.

A government or king found to have employed chicanery to circumvent the narrow principles set out in the preceding three paragraphs shall be removed by a citizen’s senate and the injured party restored and offender(s) prosecuted for national treason. In circumstance of a king’s removal, this paragraph will be examined by extraordinary meeting of a senate and, if necessary, acted upon prior to nominating a new king.

A king confirmed as removed by national plebiscite would see his family lose any right to succession and a new royal family established by election of a new king from candidates nominated by a senate of dignified citizens.

This ‘citizens senate’, made up of dignified persons by consensus of municipality, should meet once in two years in the public eye and open with a question: Do our community priests demonstrate our Orthodox belief “It is easier for a camel to pass through the eye of a needle than it is for a rich man to enter the kingdom of God?” If the answer is negative in 10% or more of the communities, the Patriarch shall be notified his priesthood is flaunting Rolex watches, driving high end automobiles, attending parties on yachts or the like. In this case of the Patriarch notified, if, after the following two years this citizens senate shall again shall find 10% of the priests are corrupt, the Patriarch shall be suspended from his ministerial position in government, with the king solely invested with the power to throw out an entire government, until in subsequent years the citizens senate discovers the church corruption has abated and the Patriarch is restored as minister.

National political parties would be illegal, rather political parties would be strictly limited to local municipalities and multinational corporations disallowed any influence in the political spectrum (no paid lobbyists.)

Municipalities should have the power to jail their own corrupt citizens and such visitors as may be complicit in corruption without appeal to a higher court; except the citizens senate shall find the prosecution itself was corrupt, in which case any parties found to be corrupt (police, judge, false witness, et cetera) shall serve the sentence unfairly laid upon the victim.

Police and judges may not be imposed upon the community that are not native to the community, except a community requests anti-corruption assistance from the citizens’ senate. The senate may, at its discretion, convene as a prosecution of last resort to jail national personalities (other than a sitting king or patriarch) exercising ignorance bringing the national reputation of Serbia into a state of disrepair with ill manners or impunity.

The citizens’ senate may, at its discretion, restrict (limit) the talent pool from which non-ministerial national government appointments are drawn; for instance ambassadors or any other position may be required to meet certain (to be determined by the senate) criteria.

Career corporate personalities, from local to national level, shall be banned from government altogether. In relation to this, national resources may not be owned by private parties (e.g. the electric grid) and crimes against the environment shall be construed to be crimes against the Serbian people.

Certainly the Serbs should do better than the USA!
